Biography / History

The First Session of the Third United States Congress took place December 2, 1793, through June 9, 1794. The Second Session met November 3, 1794, through March 3, 1795, in Philadelphia, Pennsylvania. President of the Senate was John Adams, President pro Tempore of the Senate Henry Tazewell of Virginia, and Speaker of the House Frederick A.C. Muhlenberg of Pennsylvania. Some of the members of the Third Congress include Senator Aaron Burr of NY, Senator James Monroe of VA, and Representative James Madison of VA.


Collection Scope and Content Note

This collection contains a 1796 bound imprint of "Acts Passed at the Second Session of the Third Congress of the United States of America" at Philadelphia, Pennsylvania, begun on November 3, 1794. It consists of Chapters 66-118, which, among other things, provide support for the military and the government, loan $2 million from the Bank of the United States, provide for the "Erection of a Light House near the Entrance of George-Town Harbour" in South Carolina, and establish a Post Office and Post Roads in the United States.

"Acts Passed at the Second Session of the Third Congress of the United States of America" at Philadelphia, Pennsylvania, begun on November 3, 1794. This bound imprint was unbound from a larger volume and contains a title page then pp. 135-232, Chapters 66-118, 1796

Scope Note:

"Chapter LXVI. An Act to authorize the President to call out and station a Corps of Militia, in the four Western Counties of Pennsylvania, for a limited Time."

"Chapter XCVIII. An Act to provide some present Relief to the Officers of Government, and other Citizens, who have suffered in their Property by the Insurgents of the Western Counties of Pennsylvania."

Both of the preceding acts refer to the Whiskey Rebellion of 1794 that resulted in President Washington's calling out the militia and seizure of a number of people in western Pennsylvania -- a real test of the government's authority and law enforcement power.

"Chapter LXXXV. An Act to establish an uniform Rule of Naturalization, and to repeal the Act heretofore passed on that Subject."

Some of the requirements set by this act include renouncing your former allegiances, living within the United States or its territories for at least five years, and making an oath of intention to be a United States citizen in court three years before admittance. There is also the stipulation that the subject must be a free white person.

"Chapter CXVI. An Act making Provision for the Purposes of Trade with Indians."

This allowed up to $50,000 for purchasing goods for supplying the Indians for 1795.
