At the request of President Wilson in 1916, the National Academy established the National Research Council (NRC) in response to the nation's increased need for scientific and technical services during World War I. The Committee on Effects of Radiation upon Living Organisms was formed as part of the Division of Biology and Agriculture in 1928, with W.C. Curtis serving as the committee chairman. The committee completed its investigations in 1934.

The National Research Council is now the principal operating agency of the National Academy of Science, the Institute of Medicine, and the National Academy of Engineering.
