Biography / History

The U.S. Food and Drug Administration (FDA), an agency of Department of Health and Human Services, began as a single chemist in the U.S. Department of Agriculture in 1862. Originally called the Division of Chemistry, the agency became the Bureau of Chemistry in 1901. The modern FDA was formed in 1906 with the passage of the Federal Food and Drugs Act, which added regulatory responsibilities to the agency's existing scientific mission. The Bureau of Chemistry became the Food, Drug, and Insecticide Administration in July of 1927 and then the Food and Drug Administration in 1930. The FDA remained a part of the Department of Agriculture until 1940, when it was moved to the Federal Security Agency. In 1953, the agency moved to the Department of Health, Education, and Welfare, where it remained through the reorganizations that created the Department of Health and Human Services in 1980. Today, the FDA has a budget of $1.3 million and exercises wide-ranging inspection and regulatory powers.
