Biography / History
Joseph Smith Fowler was born in Steubenville, Ohio on August 31, 1820. He graduated from Franklin College in New Athens, Ohio in 1843, after which he taught at both the primary and secondary levels. He later studied law in Bowling Green, Kentucky and practiced law in Tennessee until 1861. In 1862, he became the comptroller of Tennessee, a post he held until 1865. In 1866, he was elected to the United States Senate. He served as a senator until 1871, when he returned to the practice of law in Washington, D.C. He died on April 1, 1902.
